China's Passenger Car Market Shows Divergent Trends in January Amid Policy Adjustments
China's passenger vehicle market entered 2026 with a mixed performance, as the expiration of the new energy vehicle (NEV) purchase tax exemption and adjustments to trade-in subsidies created a bifurcated market where entry-level segments weakened sharply while premium models demonstrated resilience. January retail sales fell 14%, significantly underperforming the 6% decline in wholesale deliveries, according to data from the China Passenger Car Association (CPCA).
The market divergence reflects the immediate impact of policy transitions following a strong 2025, when nationwide passenger car wholesale volumes grew 9% and NEV wholesale sales surged 25%, fulfilling China's 14th Five-Year Plan targets for electric vehicle expansion. The end-year rush to capture expiring incentives has given way to a recalibration period, with restrictions on high-interest financing and suspended subsidies particularly affecting lower-tier segments.
In January, A00-class mini cars saw retail sales plunge 75% year-on-year, while C-class SUVs maintained stronger momentum. Among sedans, A0-class compact models emerged as the primary growth driver, with retail sales rising 19% annually even as they declined 45% from December's elevated levels. The performance underscores how policy-sensitive China's automotive market remains, particularly for budget-conscious consumers.
The data, provided by CPCA Secretary General Cui Dongshu, reveals an industry navigating the transition from heavy government support toward more market-driven dynamics, with implications for both domestic manufacturers and foreign automakers competing in the world's largest automotive market.
Entry-Level Segments Face Sharp Contraction
The A00-class mini car segment experienced the steepest decline, with January wholesale volumes reaching just 43,800 units—a 63% year-on-year drop and 62% month-on-month decline. Retail sales collapsed 75% annually and 69% sequentially. This segment, which accounted for 5.81% of total wholesale market share, had posted 32% cumulative wholesale growth and 7% retail growth throughout 2025, delivering 1.66 million and 1.34 million units respectively.
The A0-class compact sedan segment provided a contrasting picture, with wholesale volumes of 127,300 units representing 58% annual growth despite a 22% month-on-month decline. The segment captured 16.89% of wholesale market share. This category has undergone comprehensive electrification, with domestic brands replacing joint ventures as market leaders and traditional fuel-powered models largely displaced by electric alternatives, including export-oriented hybrid variants.
A0-class SUVs delivered 146,100 wholesale units in January, declining 9% year-on-year and 28% month-on-month, representing 12.67% of wholesale share. The segment saw Japanese and Korean manufacturers largely exit, with domestic electric vehicle makers demonstrating stronger performance. For full-year 2025, this category posted 2.17 million wholesale units, down 6%, and 1.25 million retail units, down 5%.
Mainstream Segments Show Resilience Amid Competition
A-class compact sedans, the traditional volume segment, recorded 288,300 wholesale units in January, accounting for 38.24% of market share but declining 12% year-on-year and 22% month-on-month. Retail sales fell 29% annually and 34% sequentially. The segment delivered 4.36 million wholesale units in 2025, down 7%, and 4.03 million retail units, down 9%. NEVs dominated this mainstream category in 2025, with BYD Company Limited (比亚迪股份有限公司) maintaining absolute leadership, though traditional fuel vehicles from Volkswagen retained market presence as the segment experienced cyclical recovery.
A-class compact SUVs represented the largest single segment with 586,200 January wholesale units, capturing 50.85% of market share despite declining 14% year-on-year and 25% month-on-month. Retail sales decreased 19% annually and 16% sequentially. The category achieved 8.89 million wholesale units in 2025, up 11%, and 6.26 million retail units, up 4%. Domestic brands including BYD, Geely Automobile, Changan Automobile, and Chery Automobile demonstrated exceptional performance, achieving comprehensive breakthroughs in both domestic and international markets.
Premium Segments Maintain Growth Trajectory
B-class mid-size sedans posted 249,700 wholesale units in January, representing 33.11% of segment share, declining 16% year-on-year and 32% month-on-month. Retail sales fell 15% annually and 29% sequentially. The segment delivered 3.94 million wholesale units in 2025, up 5%, and 3.64 million retail units, up 7%. Japanese brands maintained stable demand in this premium sedan category, while domestic NEV brands rapidly gained ground, particularly capturing the taxi and ride-hailing segments.
B-class mid-size SUVs demonstrated notable strength with 339,300 January wholesale units, accounting for 29.43% of segment share and surging 30% year-on-year despite declining 29% month-on-month. Retail sales rose 18% annually while falling 36% sequentially. The segment achieved 4.12 million wholesale units in 2025, up 7%, and 3.55 million retail units, up 3%. Tesla Inc.'s SUV models performed well, while domestic NEV brands rapidly expanded their premium SUV presence, eroding traditional fuel-powered vehicles' high-end advantages, though BMW and other luxury brands showed recent improvement.
The MPV segment displayed mixed results. B-class MPVs recorded 26,500 January wholesale units, representing 39.36% of segment share, down 12% year-on-year and 41% month-on-month, though retail sales rose 25% annually while declining 31% sequentially. C-class MPVs delivered 32,900 wholesale units, capturing 48.92% of segment share, down 29% year-on-year and 40% month-on-month, with retail sales declining 14% annually and 36% sequentially. The MPV market has transitioned from high growth to moderate expansion, with Wuling Starlight and WEY Gaoshan showing recent strength, while BYD, Denza, and GAC Trumpchi MPV models demonstrated exceptional performance as Japanese MPV advantages rapidly diminished.
