Hainan Logistics Shift to Skies as Drones Cut Delivery Times to 20 Minutes
Logistics operators have successfully implemented aerial cargo deliveries across the Qiongzhou Strait, marking a strategic shift in supply chain management for the newly established Hainan Free Trade Port. The initiative aims to alleviate capacity constraints on traditional maritime shipping routes as China’s southern island province enters a new phase of independent customs operations this week.
Following the official commencement of Hainan’s sealed customs operations—known locally as fengguan—on December 18, 2025, commercial entities conducted low-altitude flight tests at Xuwen Port in Guangdong province on December 19. The trials have established a regularized low-altitude express route designed to transport critical cargo between the mainland and the island, bypassing the heavily trafficked sea lanes.
The new aerial corridor dramatically reduces transit times from approximately five hours via traditional ferry and ground logistics to roughly 20 minutes. This efficiency gain is specifically targeted at high-value, time-sensitive categories such as medical supplies, fresh cold-chain products, and emergency materials, addressing the surging logistical demands expected under the Free Trade Port’s new regulatory regime.
Investments in the sector are accelerating to relieve pressure on the Qiongzhou Strait, which currently handles over 90% of Hainan’s production and living material transport. The successful integration of drones and ongoing tests for passenger-grade aircraft signal a broadening market for low-altitude technologies within the Greater Bay Area’s logistics infrastructure.
Time-Critical Cargo Solutions
The newly established flight corridor utilizes logistics drones capable of carrying 20 kilograms with a full-load range of 70 kilometers. This capability shifts cross-strait delivery metrics from an hourly scale to minutes, offering a viable alternative for urgent shipments that previously relied on roll-on/roll-off (Ro-Ro) passenger vessels.
The deployment of these aircraft comes as the Hainan Free Trade Port anticipates increased demand for duty-free goods and cross-border trade commodities following the implementation of customs clearance operations. To meet the requirements of larger-scale looting, operators are simultaneously testing heavy-lift unmanned aerial vehicles (UAVs) in Xuwen, including models with a rated payload capacity of 300 kilograms.
Expansion into Passenger Transport
Beyond cargo logistics, commercial interest in the Qiongzhou Strait’s low-altitude airspace is expanding into passenger transport. Recent trials included Electric Vertical Take-off and Landing (eVTOL) aircraft designed for unmanned passenger delivery.
Current test flights are focused on validating aircraft stability, range, and safety performance in maritime conditions. According to reports from the testing site, corporate participation in low-altitude exploration remains high, with multiple aircraft types expected to seek flight path approvals for cross-strait operations in the near term.
Infrastructure Support and Regional Integration
The aerial logistics push is underpinned by broader strategic cooperation between Guangdong province and Hainan. Two years prior, the local governments signed a strategic agreement to enhance connectivity and port service capabilities, aiming to integrate the Hainan Free Trade Port more closely with the Guangdong-Hong Kong-Macao Greater Bay Area.
Supporting the logistics upgrade, Xuwen County has introduced pre-inspection zones for animal quarantine, allowing inspection procedures to be completed before goods enter the island to accelerate flow. Local authorities have also released ten measures to support supply chain innovation for the Free Trade Port. Concurrently, construction is advancing on the Xuwen New City project, which includes international and port-adjacent logistics parks designed to provide warehousing and storage for goods destined for the island.
